On 9/3, the Hai Phong City People's Committee approved the investment policy for the project to build a connecting road from Rao 3 bridge to the coastal road, specifically the section from Bui Vien street to provincial road 363. With a total investment exceeding 3.850 billion VND from the city budget, the project is scheduled for implementation from now until 2029.
A key component of the project is the Rao 3 bridge, spanning the Lach Tray river for approximately 610 meters. The main bridge section measures 344 meters in length and 49 meters in width, complemented by 38-meter-wide approach bridges on both sides. Designed to accommodate six motor vehicle lanes, the Rao 3 bridge will ensure substantial traffic capacity for the region.

In conjunction with Rao 3 bridge, Hai Phong will construct an access road approximately 4,2 kilometers long, connecting Bui Vien street to provincial road 363. This road will meet urban main street standards, with a design speed of 80 km/h, featuring six motor vehicle lanes and two side lanes. Additionally, an overpass spanning the Hoa Binh canal will be built, measuring 56,1 meters in length and over 50,5 meters in width.
To complete the infrastructure network, the project also incorporates at-grade intersections with major traffic arteries such as Bui Vien street, provincial roads 355 and 363, along with integrated drainage systems, landscaping, and street lighting.
Upon completion, this will serve as the primary transportation artery for the new urban area, unlocking opportunities for urban development towards the South and Southeast.
Currently, provincial road 353 (Pham Van Dong street) experiences significant traffic pressure. The creation of this new road, connecting Rao 3 bridge to the coastal road, is expected to directly alleviate congestion on road 353 and neighboring inner-city routes. It will also enhance connectivity between the city center and the coastal road network, as well as the southern industrial and service zones.
