During a special session on the morning of 11/5, the City People's Council approved a resolution to amend and supplement regulations on temporary roadway and sidewalk usage fees. The new fee rates are proposed to increase across most areas compared to the current regulations, which have been in effect since 2020 (Resolution No. 06/2020/NQ-HDND).

For automobiles, the highest fees will apply to streets within the urban core and Level I conservation areas, including Nguyen Xi, Dinh Le, Ly Thai To, Tran Hung Dao, Ly Thuong Kiet, Hai Ba Trung, Hang Duong, Hang Dao, Hang Ngang, Hang Giay, Phu Doan, and Quan Su.
Other streets within Ring Road I, but outside the urban core, will see increases equivalent to 2.4 times the current rate.
The fees for temporary roadway and sidewalk usage for automobile parking are as follows:

In the area from Ring Road I to Ring Road II, automobile parking fees will increase from 80,000 VND to 160,000 VND per m2 per month. For the area from Ring Road II to Ring Road III, fees will rise from 60,000 VND to 120,000 VND.

For motorcycles and bicycles, fees in the urban core will increase from 135,000 VND to 220,000 VND per m2 per month. Many other areas will see fees double compared to current rates.
The Hanoi People's Committee stated that this adjustment aims to regulate inner-city traffic, reduce congestion and environmental pollution, and gradually limit personal vehicle use while encouraging residents to switch to public transportation. The city also expects the increased fees to help cover the costs of investing in traffic infrastructure and promote private sector investment in modern parking facilities.
Previously, the city People's Committee issued Decision No. 6440/QD-UBND on 16/12/2024, approving a list of streets where a portion of the roadway can be temporarily used for parking road vehicles. This decision identified 191 streets eligible for temporary parking and noted that 43 streets had already been licensed for such use.
According to official statistics, before the implementation of the two-tier local government model, localities had licensed temporary use of roadways and sidewalks at 352 locations, covering a total area of over 43,600 m2.
Revenue from temporary roadway and sidewalk usage fees in Hanoi has steadily increased, from over 42 billion VND in 2022 to more than 51 billion VND in 2024. In the first 10 months of 2025, revenue reached approximately 42 billion VND.
