On 14/7, Vice Chairman of Hanoi People's Committee Truong Viet Dung signed and issued Plan 277, launching a 100-day campaign to implement key digital transformation tasks.
One key focus is the city's pilot program to exempt individual homes from construction permits in 126 communes and wards. The pilot will run from the plan's effective date until 31/12/2027, allowing for evaluation before broader application. The city aims to gradually transition from a pre-construction licensing mechanism to data-driven management with enhanced post-inspection.
This initiative is part of administrative procedure reforms implemented during the digital transformation campaign. Hanoi will review and redesign high-frequency procedures directly impacting citizens and businesses. The goal is to simplify documentation, reduce digital steps, and eliminate requests for data already present in state agency databases.
The city targets 100% online completion for all five procedures related to registering secured transactions involving land use rights and land-attached assets. For procedures requiring inter-agency feedback, Hanoi mandates the "silence is consent" principle if the consulted agency fails to respond by the deadline.

In the land sector, Hanoi is launching a 45-day campaign to complete the national land database within its jurisdiction, encompassing approximately 4,2 million land plots. Of these, about 3,2 million plots with existing data will be finalized by 30/7, while the remaining 950.000 plots currently under survey will be completed by 30/8.
According to the City People's Committee, the 100-day campaign aims to build a shared database system, standardize and integrate key data, enhance the quality of online public services, and accelerate digital transformation tasks.
Previously, in 8/2025, the Prime Minister instructed the Ministry of Construction to coordinate with Hanoi and Ho Chi Minh City to review the pilot construction permit exemption in areas with 1/500 detailed plans, and to research expanding its scope.
According to the draft decree guiding the Construction Law 2025, submitted by the Ministry of Construction to the Government, individual homes under seven stories, with a total floor area under 500 m2 in areas without specific planning or architectural management requirements, will be exempt from construction permits.
