Compared to the announcement on 13/8, the road closures, temporary closures, and vehicle restrictions will begin 4 hours and 30 minutes earlier, starting from 12:30 p.m. on 24/8 and lasting until 2 a.m. on 25/8.
The following streets will be completely closed to vehicles from 12:30 p.m. on 24/8 to 2 a.m. on 25/8: Hoang Hoa Tham, Thuy Khue (from Hung Vuong to Van Cao), Mai Xuan Thuong, Quan Thanh, Phan Dinh Phung, Hung Vuong, Hoang Van Thu, Doc Lap, Chua Mot Cot, Bac Son, Ton That Dam, Nguyen Canh Chan, Hoang Dieu, Cua Bac, and Yen Phu.

Intermittent closures will be in effect from 12:30 p.m. to 4:30 p.m. on 24/8, followed by full closures from 4:30 p.m. on 24/8 to 2 a.m. on 25/8 on these streets: Yen Phu, Thanh Nien, Dien Bien Phu, Ba Huyen Thanh Quan, Le Hong Phong, Ong Ich Khiem, Ngoc Ha, Nguyen Tri Phuong, Chu Van An, Ton Duc Thang, Cat Linh, Trinh Hoai Duc, Hang Chao, Tran Phu, Son Tay, Kim Ma, Lieu Giai, Van Cao, Nghi Tam, Doi Can, Doc La-Pho, Nguyen Thai Hoc, Le Duan, and Tran Nhan Tong (from Le Duan to Quang Trung).
Additional closures will affect: Trang Thi, Hang Khay, Trang Tien, Co Tan, Phan Chu Trinh (from Hai Ba Trung to Trang Tien); Le Thanh Tong, Tong Dan (from Ly Dao Thanh to Trang Tien), Tran Quang Khai, Tran Khanh Du, Quang Trung (from Ly Thuong Kiet to Trang Thi), Ly Thai To, Nguyen Huu Huan, Ngo Quyen (from the State Bank Square to Trang Tien), Giang Vo, Lang Ha, and Lang (from Lang Ha to Tran Duy Hung).
During this period, Hanoi police will also temporarily restrict vehicles within the first ring road, except for those with security passes, vehicles serving the celebration, authorized priority vehicles, official vehicles, buses, garbage trucks, and emergency response vehicles.
Trucks with a gross vehicle weight rating of 1.5 tons or more and passenger vehicles with 16 seats or more (except authorized vehicles as listed above) will be temporarily restricted on roads between the first and second ring roads.
The Hanoi Police Department advises people to limit travel on roads between the second and third ring roads. They also recommend limiting travel for commercial passenger vehicles with fewer than 16 seats, private cars, and motorcycles. Traffic will be restricted on roads between the first and second ring roads.

Traffic will be restricted on several routes from the third ring road to the outskirts of the city, including: National Highway 32, Cau Dien, Ho Tung Mau, Le Duc Tho, Le Quang Dao, Thang Long Boulevard, Lang Van Hoa Road, National Highway 21A, Ho Chi Minh Road, National Highway 6, Quang Trung, Tran Phu, Nguyen Trai, Provincial Road 419, Provincial Road 429, and Vo Nguyen Giap (except for buses, garbage trucks, emergency response vehicles, vehicles with security passes, and vehicles serving the celebration).
During the road closures and traffic restrictions, Hanoi police will direct temporarily restricted vehicles from National Highway 5, the Hanoi-Bac Giang Expressway, and the Hanoi-Hai Phong Expressway traveling to the Cau Gie-Ninh Binh Expressway via the Thanh Tri Bridge - Ring Road 3 Elevated Section - Do Muoi Interchange - Cau Gie-Ninh Binh Expressway.
Vehicles from eastern provinces (Hai Phong, Hung Yen, Bac Ninh, etc.) traveling to the northern, western, and northwestern provinces (Phu Tho, Thai Nguyen, Tuyen Quang, etc.) should use the Phu Dong Bridge - Thanh Tri Bridge - Ring Road 3 Elevated Section - Thang Long Bridge - Vo Van Kiet route; or from National Highway 5 - Nguyen Duc Thuan - Thanh Tri Bridge Approach Road - Phu Dong Bridge - Hanoi-Bac Giang Expressway - Hanoi-Thai Nguyen Expressway to Phu Tho, Thai Nguyen, Tuyen Quang provinces, etc. and vice-versa.
Vehicles from northern provinces (Thai Nguyen, Tuyen Quang, Phu Tho, etc.) traveling to southern provinces (Ninh Binh, Thanh Hoa, etc.) should use the National Highway 2 - Vo Van Kiet - Thang Long Bridge - Ring Road 3 Elevated Section - Do Muoi Interchange - Cau Gie-Ninh Binh Expressway route.
Trucks with a gross vehicle weight rating of 10 tons or more traveling on the Ring Road 3 Elevated Section should limit access to the interchanges at Pham Van Dong, Pham Hung, Khuat Duy Tien, and Nguyen Xien.
Hanoi police recommend that people traveling from other provinces to Hanoi for the celebration use passenger transport, public transport, especially the elevated railway; and walk on certain streets in Ba Dinh, Hoan Kiem, Cua Nam, Hai Ba Trung, Giang Vo, Ngoc Ha wards, and areas around Ba Dinh Square.
On 2/9, Vietnam will hold a Grand Celebration and parade to commemorate the 80th anniversary of the August Revolution and National Day (A80) at Ba Dinh Square, Hanoi. The parade will involve a full complement of forces, including ground troops, motorized units, air units, and naval units. The parade will consist of nearly 16,000 people, including 43 marching blocks, 18 stationary blocks, and 14 blocks of military and special police vehicles.
The first ring road consists of Nguyen Khoai Dike - Tran Khat Chan - Dai Co Viet - Xa Dan - O Cho Dua - La Thanh - Cau Giay - Buoi - Lac Long Quan - An Duong Vuong - Au Co - Nghi Tam - Yen Phu - Dike 401 - Nguyen Khoai Dike.
The second ring road consists of Vinh Tuy Bridge - Minh Khai - Dai La - Truong Chinh - Lang - Buoi Elevated Road - Vo Chi Cong - Nhat Tan Bridge - Vo Nguyen Giap - Truong Sa - Dong Tru Bridge - Ly Son - Nguyen Van Linh - Dam Quang Trung - Vinh Tuy Bridge.
The third ring road consists of National Highway 1 - Thanh Tri Bridge - Do Muoi - Hoang Liet - Phap Van Elevated Road - Nghiem Xuan Yem - Nguyen Xien - Khuat Duy Tien - Pham Hung - Pham Van Dong - Tan Xuan - Vo Van Kiet.
