Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, presented appointment decisions to several individuals on the afternoon of 22/8.
Nguyen Toan Thang, 48, holds a master's degree in Business Administration and bachelor's degrees in Law and Economics. He is currently a member of the City Party Committee and an official of the City Party Committee's Organization Department. He previously served as director of the former Ho Chi Minh City Department of Agriculture and Environment.

On 1/7, when Ho Chi Minh City merged with Binh Duong and Ba Ria-Vung Tau provinces, the position of director of the city's Department of Agriculture and Environment became vacant. The acting director role was subsequently assigned to deputy directors Ngo Quang Su and Nguyen Minh Nhut. With the decision presented to Nguyen Toan Thang this afternoon, the post-merger Department of Agriculture and Environment now has an official director.
The chairman also appointed Bui Minh Tri, 53, a member of the City Party Committee and deputy head of the City Party Committee's Organization Department, as head of the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPIZA). This newly established entity combines the industrial zone management boards of the three localities: Ba Ria-Vung Tau, Binh Duong, and Ho Chi Minh City.
Before the merger, Bui Minh Tri served as secretary of Tan Uyen district, head of Binh Duong province's industrial zone management board, and earlier this year, was elected vice chairman of the Binh Duong province People's Committee.
The Ho Chi Minh City People's Committee also announced and presented appointment decisions for the following deputy heads of HEPIZA: Le Van Thinh (former head of the Ho Chi Minh City Export Processing and Industrial Zones Authority before the merger), Vo Thanh Phong (former head of the Ba Ria-Vung Tau Industrial Zone Management Board), Nguyen Trung Tin (former head of the Binh Duong Industrial Zone Management Board), along with the pre-merger deputy heads: Pham Thanh Truc, Tran Viet Ha, Nguyen Vo Minh Thu (Ho Chi Minh City), Le Viet Phuc (Ba Ria-Vung Tau), Truong Van Phong, Nguyen Ba Khai, and Le Thi Kim Chau (Binh Duong).
In his address, Chairman Nguyen Van Duoc acknowledged the significant challenges in agriculture, environment, export processing, and industry, particularly following the merger with Binh Duong and Ba Ria-Vung Tau. He urged the newly appointed officials to promptly address pending issues, especially those related to land valuation and project difficulties, while promoting collaboration and utilizing their expertise to ensure seamless operations and contribute to the city's development.
On behalf of the newly appointed officials, Nguyen Toan Thang pledged to foster internal unity, diligently address their responsibilities, and leverage their strengths to fulfill the tasks entrusted to them by the city's leadership.
