According to a decision by the Ho Chi Minh City People's Committee (HCMC PC), the competition is open to all architecture, planning, and transportation consulting firms, organizations, or joint ventures. The committee will evaluate, rank, and select the optimal design for submission to the city for approval.

The project has a total investment of nearly 9,900 billion VND and will be implemented under a build-operate-transfer (BOT) model. In addition to the main elevated route, the project scope includes the construction of parallel three-lane roads on both sides, along with a synchronized intersection system. The city requires the design to be modern, unique, and create a landmark for the southern gateway.
This elevated road is the main component of the North-South arterial road upgrade project (the over 8-km Nguyen Huu Tho Road). This is also one of 4 infrastructure expansion projects implemented under the BOT mechanism permitted by Resolution 98. The other three projects involve upgrading National Highways 1, 13, and 22, expanding them to 10-12 lanes, with the principle of a toll-based main route for high-speed traffic and parallel routes for slower vehicles.
