On the afternoon of 25/9, the first meeting of the new Lang Son Provincial Party Committee elected a 14-member standing committee out of a total of 15 members.

Along with Nghiem's re-election as secretary, the meeting also elected Doan Thi Hau, Doan Thu Ha, and Nguyen Canh Toan as deputy secretaries. The Lang Son Provincial Party Inspection Committee for the 2025-2030 term has 11 members, with Vu Hoang Quy elected as chairman.

Nghiem, a native of Lang Son, holds a master's degree in economics and bachelor's degrees in political economics and commerce. Starting as a public servant at the Lang Son Department of Trade and Tourism, he served as deputy head and then head of the tourism management division. He later became deputy chairman of Binh Gia district, deputy director of the Department of Trade and Tourism, and deputy director of the Department of Culture, Sports, and Tourism.

In 2010, he became chief of the Lang Son Provincial Party Committee office, then party secretary of the provincial agencies bloc, and secretary of the Loc Binh district party committee. He was elected standing deputy secretary of the Lang Son Provincial Party Committee in 2015 and has served as secretary since 12/2024.
