The Department of Dyke Management and Disaster Prevention reported that a devastating landslide occurred at the home of Xa Van Dong, 51, in Tu Ly village, Da Bac commune, Phu Tho. The three individuals buried in the incident were Dong, his wife Dinh Thi Hoan, 47, and his mother Xa Thi Chinh, 79.

Search teams worked diligently and successfully located all three victims by noon on 17/9. Xa Long Vu, Dong's son, born in 2006, is currently serving in the military in Quang Ninh province.

The landslide took place amidst a period of heavy rainfall across the Northern and North Central regions. From 19:00 on 16/9 to 8:00 on 17/9, several areas experienced very heavy precipitation, with amounts exceeding 170 mm, such as: Hoai Duc (Hanoi) with 185 mm, Gia Vien (Ninh Binh) with 173 mm, and Cam Lien 2 (Thanh Hoa) with 238 mm.

The meteorological agency forecasts continued rain for 17/9. Ninh Binh, Thanh Hoa, Nghe An, and southern Phu Tho are expected to receive 50-90 mm of rain, with localized amounts over 150 mm. Southern Lao Cai, Son La, Tuyen Quang, Thai Nguyen, northern Phu Tho, Bac Ninh, and Hanoi are projected to receive 30-60 mm, with localized amounts over 100 mm.

Heavy rain in the Northern region is expected to decrease from 18/9. However, the area stretching from Thanh Hoa to northern Quang Tri will still experience 20-50 mm of rain, with localized amounts over 100 mm.

Authorities issue warnings regarding the risk of intense rainfall, potentially exceeding 100 mm within three hours. There is also a heightened risk of flash floods on small rivers and streams, and landslides on slopes in many localities. The disaster risk level for flash floods and landslides in Phu Tho and Thanh Hoa is currently warned at level two on a three-level scale, while other affected areas are at level one.
