Nguyen Tuan Anh, 50, a native of Hanoi, holds a doctorate in economics. He had a long career at Vietnam Bank for Agriculture and Rural Development (Agribank), serving as deputy director of the Lang Ha branch, director of Agribank My Dinh, and deputy general director of Agribank.
Subsequently, he served as director of the Finance - Accounting Department and then director of the Credit for Economic Sectors Department at the State Bank of Vietnam. He also held positions as deputy head of the Committee for Delegate Affairs and deputy chief of staff of the National Assembly's Party Committee. In 11/2024, he was rotated to serve as deputy secretary of the Provincial Party Committee and was elected chairman of the People's Committee of the former Yen Bai province.
When Lao Cai merged with Yen Bai in 7/2025, Mr. Tuan Anh was assigned to serve as deputy secretary of the new Lao Cai Provincial Party Committee, a position he has held until now.
The new Lao Cai province is situated between the Northeast and Northwest regions, covering an area of 13,250 square kilometers and home to nearly 1.8 million people. It borders Lai Chau, Phu Tho, Tuyen Quang, and Son La provinces, and shares a border of over 182 kilometers with Yunnan province, China.
The Lao Cai Provincial Party Congress in early 10 outlined a vision to develop the province into a growth pole and an economic trade hub connecting Vietnam and ASEAN countries with Southwest China. This development aims to be green, harmonious, distinctive, and prosperous, aligned with the goal of "preserving borders, people, forests, water, and the environment." By 2045, Lao Cai is envisioned as a northern development center for the entire country and a key economic trade hub connecting Vietnam and ASEAN countries with China and Europe.
