The Politburo's decision to assign Le Hai Binh was announced on the morning of 31/12. He assumes his new position after 10 months as deputy minister of culture, sports and tourism.

Le Hai Binh, 48, is from Hai Phong. He holds the title of associate professor of political science and a doctor of international relations, and is an alternate member of the 13th Party Central Committee.
He has many years of experience in the diplomatic sector, having held positions such as deputy director, deputy head of the Institute for Foreign Policy and Strategic Studies; director of the press information department and spokesperson for the Ministry of Foreign Affairs; and deputy director of the Diplomatic Academy.
Transitioning from foreign affairs, he moved into the propaganda and education sector, serving as director of foreign information and international cooperation, deputy head of the Steering Committee for Foreign Information, and deputy head of the Central Propaganda and Education Commission.
In 3/2024, the Politburo appointed Le Hai Binh as editor-in-chief of the Communist Review. Almost a year later, he was assigned as deputy minister of culture, sports and tourism.
The Ho Chi Minh National Academy of Politics serves as a national center for training and developing mid-level and senior leaders, managers, and political theory scientists for the Party, the State, the Vietnam Fatherland Front, and socio-political organizations.
The academy also acts as a training and development institution for cadres, civil servants, and public employees; it provides undergraduate and postgraduate human resource training. Additionally, it is a national research center for the theoretical science of Marxism-Leninism, Ho Chi Minh Thought, the theoretical framework of the Doi Moi (Renovation) guidelines, Party policies, and State laws.
Currently, Nguyen Xuan Thang is the director of the Ho Chi Minh National Academy of Politics. The deputy directors include Doan Minh Huan, Le Hai Binh, Nguyen Duy Bac, Hoang Phuc Lam, Duong Trung Y, and Nguyen Manh Hung.
