The bridge spans the Thuan An sea mouth, starting at Hoang Sa road in the former Thuan An ward and ending at Con Dau in the former Hai Duong commune. Measuring 20 meters wide with 4 lanes, the bridge features a prestressed reinforced concrete structure. Its main spans utilize a composite beam and cable system, with the longest span reaching 218 meters. This design combines external prestressed reinforced concrete with cable-stayed bridge elements.

Construction on the bridge began in 3/2022. It forms part of a larger 7,7 km coastal road project, extending from the Tam Giang bridge intersection to the Thuan An sea bridge, and concluding at the intersection of National Route 49A and National Route 49B in Thuan An ward. The total project cost exceeds 2,400 billion VND.
The project was initially scheduled for completion after three years of construction. However, site clearance issues along Hoang Sa road caused delays. For many months, the Thuan An sea-crossing bridge had barriers at both ends as the connecting coastal road remained unfinished.
Nguyen Dang Truong, Director of the Hue City Investment and Construction Management Board for Transport Projects, stated that following the bridge's opening, the unit will urge contractors to complete the remaining sections of the coastal road through Thuan An ward. The coastal road is slated for completion by 30/6.

The Thuan An sea-crossing bridge is Hue City's second sea-crossing bridge, following the Tu Hien bridge which spans the Tu Hien sea mouth, connecting Vinh Hien commune and the former Loc Binh commune. It is also the longest sea-crossing bridge in Central Vietnam.
To guide urban development towards the sea, Hue City authorities are implementing many key projects. The Thuan An sea-crossing bridge and the coastal road passing through Thuan An beach are crucial highlights. Once completed, the bridge and coastal road will contribute to forming approximately 1,500 hectares of coastal land for urban development, attracting investors and businesses. The bridge's completion improves travel for residents of Thuan An ward and neighboring coastal communes.
