Mangrove removal planned for Nha Trang river embankment project stalling handover

Khanh Hoa authorities have agreed to remove mangrove trees along the Quan Truong River, a decision prompted by the 590 billion VND embankment project remaining unapproved for years because the trees were not included in its original design.

The Khanh Hoa Provincial People's Committee outlined this plan in a report seeking input from the Provincial People's Committee Party Committee regarding the proposed solution for the trees growing along the Tac River - Quan Truong River downstream rectification project.

Following a proposal from the Department of Agriculture and Environment, the province agreed to remove the mangrove trees growing along the embankment. During the consultation process, specialized units consistently stated that these trees do not conform to the approved design.

The Quan Truong River embankment project, located in Nam Nha Trang ward, was approved by the Khanh Hoa Provincial People's Committee in 2003. The Project Management Board for Investment and Construction of Agricultural - Transport Works was assigned as the investor. After several adjustments, the project commenced following six years of preparation and was completed in 2019, awaiting acceptance and handover for use.

However, the project has yet to be fully accepted, as several components remain unaddressed, including the embankment's slope and crest, and drainage gate valves. Additionally, two strips of naturally growing mangrove trees, extending approximately 4-5 km and standing over 2 meters tall, have become a significant impediment because they were not part of the initial design.

During the process of addressing these issues, the investor had previously proposed retaining the trees, citing their potential to create a green landscape and improve the environment in the embankment area.

However, according to the Department of Agriculture and Environment, trees growing close to the structure could compromise the embankment's integrity. Extensive root systems can cause cracks and surface peeling, while also risking obstruction of water flow and reducing the channel's flood discharge capacity. Consequently, the specialized agency recommended removing all trees from the embankment section.
