In mid-January, the Ministry of Finance sent a document to the Da Nang People's Committee, requesting collaboration on drafting a decree. This decree would outline specific mechanisms and policies for a sea-reclamation urban area project in Da Nang Bay. The prime minister assigned the Ministry of Finance to lead the advisory role and submit the decree to the government for issuance, establishing the legal basis for project implementation.
According to the Ministry of Finance, the decree is expected to detail specific mechanisms for the sea-reclamation urban development project, covering various aspects: planning, investment, finance and taxation, land, resources, environment, export, import, and administrative procedures.
To ensure the draft is submitted to the government in February under an expedited procedure, the ministry requested Da Nang to collaborate on its development. This collaboration must adhere to Articles 50 and 51 of the Law on Promulgation of Legal Normative Documents. Additionally, it must comply with regulations on sea reclamation activities as stipulated in Article 190 of the Land Law. The draft dossier needs to be submitted to the Ministry of Finance before 31/1.

The proposed sea reclamation study area is located in Da Nang Bay, along Nguyen Tat Thanh street. The city is currently exploring a project to establish a new multi-functional urban area. This development would include a free trade zone, an international financial center, an innovation hub, and high-quality services such as: resort tourism, shopping, entertainment, and cultural-sports facilities.
Spanning approximately 1,500 ha, the project aims to construct artificial islands using advanced sea reclamation technology, projected to create an additional 48 km of new coastline. The objective is to form an "urban marine park," which would both expand economic and urban development space while ensuring environmental protection and harmonizing with the landscape and ecosystem of Da Nang Bay.
To facilitate research and investment preparation, the Da Nang People's Committee established a working group. This group is tasked with studying sea reclamation concepts, evaluating various options, and proposing solutions that align with the city's sustainable development orientation.
During a conference in 11/2025 to study, learn, and thoroughly grasp the resolution and action program for implementing the first Da Nang City Party Congress resolution, Chairman of the Da Nang People's Committee Pham Duc An affirmed the Da Nang Bay reclamation project as a major policy of the Party, the State, and the city, which has undergone thorough discussion and careful consideration.
According to Mr. An, the project still faces diverse opinions, particularly concerning its environmental impact. Some views suggest that after the merger of Da Nang and Quang Nam, there will be ample land for development, making sea reclamation unnecessary. However, city leaders identify this as a strategic and symbolic project, intended to create unique development space.
The Chairman of the Da Nang People's Committee believes that while the city has room for southern expansion after the merger and will have specific development orientations, implementing the Da Nang Bay reclamation project is essential. This project aims to create new development space, thereby increasing the city's appeal and attracting significant foreign direct investment.
