At 8 a.m. today, localities nationwide will announce central and local resolutions and decisions regarding the establishment of new provincial and communal administrative units. The leadership structure of the new provinces, communes, wards, and special zones will also be revealed.
The anticipated provincial and communal leadership positions to be announced include Party Secretary, Deputy Party Secretary; People's Committee Chairperson and Vice-Chairperson; and People's Council Chairperson and Vice-Chairperson. The personnel of the National Assembly delegations for the 34 provinces are also expected to be announced today.
According to the National Assembly's resolution on administrative unit rearrangement, the number of provinces nationwide has been reduced from 63 to 34. 11 provinces and cities remain unchanged: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, and Cao Bang.
Simultaneously, the number of communal administrative units nationwide will be reduced to 3,321 communes, wards, and special zones, according to the Standing Committee of the National Assembly's decision. Meanwhile, district-level administrative units, including cities and towns under provinces, and towns under cities, will be dissolved nationwide.

These documents, effective from 1/7, mark the official operation of 34 new provinces and 3,321 communes, wards, and special zones under the two-tiered local government model. All provinces have announced the list of new communes, wards, and special zones after the merger, as well as their administrative headquarters.
On the afternoon of 29/6, General Secretary To Lam led a delegation to survey the pilot two-tiered local government model in Xuan Hoa ward, Ho Chi Minh City.
In preparation for the announcement ceremony, on 24/6, the Party Secretariat instructed the Central Office of the Party to guide Party committees and organizations in implementing these tasks nationwide. Localities are required to ensure online public services for citizens and businesses and be prepared to address any technical issues that may arise.
Provincial and municipal Party Committees are required to complete the pilot operation of Party agencies, State agencies, the Fatherland Front, and socio-political organizations at the communal level.

Headquarters, equipment, working facilities, and other necessary conditions must be reviewed to ensure smooth operation. Cadres, civil servants, public employees, and workers are asked to focus on their work, maintain a professional image and demeanor, and uphold the spirit of serving the people. Provincial authorities must promptly provide specialized personnel to communes if needed.
The Party Secretariat also requested that the announcement ceremony be combined with celebratory activities to create a joyful atmosphere among officials, Party members, and the public, ensuring practicality and effectiveness while avoiding ostentation, formality, and wasteful spending that could lead to negative public opinion. Localities may organize fireworks displays depending on their circumstances, but not using the state budget.
Localities are asked to limit summary meetings and farewell gatherings; celebrations and congratulations for new or promoted positions related to the administrative unit rearrangement are strictly prohibited.
To prepare for the operation of the two-tiered local government model, the government has issued 28 decrees on decentralization and power allocation between the government and localities, and between provincial and district levels across all fields, effective from 1/7.
