The Secretariat issued Regulation 200 on 15/6, replacing Regulation 121 from 2023, concerning healthcare for officials managed by the Central level.
The regulation mandates strict implementation of healthcare for officials. This approach aims to screen, forecast, and detect health risks early, allowing for appropriate solutions to improve officials' health. All health information and records must remain confidential.
Central-level officials must undergo health checks every 6 months and adhere to all specialized medical instructions when a health condition is present. A comprehensive health check is required before appointment, reappointment, or nomination for positions managed by the Politburo and the Secretariat.
Regulation 200 specifies health monitoring regimes for each group of officials. The General Secretary, President, Prime Minister, National Assembly Chairman, and Permanent Member of the Secretariat receive daily medical monitoring and examinations from doctors.
Politburo members and Secretariat members are medically monitored and examined at least twice each week, or daily depending on their health status.
The Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Inspection Committee, heads of Central Party committees, Chief of the Office of the Central Party Committee, Director of the Ho Chi Minh National Academy of Politics, Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly, Chief Justice of the Supreme People's Court, and Prosecutor General of the Supreme People's Procuracy receive examinations at least once each week, or daily when necessary.

Officials managed by the Politburo whose health is classified as type A or B are monitored and examined at least once each month. Those with health classified as type C or D receive examinations at least twice each month. For officials managed by the Secretariat, the corresponding cycles are once every three months for health types A and B, and once every two months for health types C and D.
The regulation also outlines medical support for leaders on official trips. Domestic delegations led by key Party and State leaders will have a doctor stationed near the leader. If the trip is to an especially difficult area, a doctor will accompany the delegation. For overseas delegations led by key leaders, a medical team comprising a representative from the specialist council and a doctor will provide support.
Should key leaders, high-ranking leaders, or officials managed by the Politburo suffer from severe or critical illnesses that cannot be adequately treated domestically, a specialist council will consult. They will then report to the Central Organization Commission to submit a proposal to the Secretariat for considering overseas treatment.
Regarding medical treatment benefits, Central-level officials receive full support for health insurance co-payments and costs outside insurance coverage for high-tech, high-cost treatments domestically. The parents, spouse of key leaders also qualify for this benefit.
According to Regulation 200, key leaders, high-ranking leaders, and officials managed by the Politburo receive full support for treatment costs not covered by health insurance. Cancer patients receive a one-time grant of 300 million VND. Those with severe illnesses who are unable to self-care receive a monthly grant of 6 million VND. Officials holding multiple positions will follow the healthcare regime corresponding to their highest position.
Regulation 200 became effective on the date of its signing.
