Speaking at the National Assembly Party Congress for the 2025-2030 term on the morning of 25/9, Party General Secretary To Lam highlighted that the country is entering a new development phase with two ambitious 100-year goals. The Party and State must issue breakthrough guidelines and policies to ensure rapid growth, maintaining a double-digit GDP growth rate while ensuring sustainability. "Countries around the world are focused on development; they won't wait for us. This is a turning point, a historic opportunity for our country to rise. If we are slow, we will fall behind," he said.
According to the General Secretary, this context places significant demands on the National Assembly, especially regarding institutional reform to create a competitive edge and drive development. The overarching requirement for the National Assembly's future activities is to enhance its connection with the people. The National Assembly must be closely connected with the people, truly of the people, by the people, and for the people. Every law, every questioning session, and every important policy must aim towards the happiness, prosperity, and freedom of the people and the nation's prosperity.
He also called for strengthening the Party's role in the National Assembly's activities, ensuring this body consistently upholds the goal of national independence associated with socialism. Party member delegates must fulfill their dual responsibilities, acting as a bridge between the Party and the National Assembly, conveying the will and aspirations of the people into crucial national policies.

The General Secretary emphasized that legislative work must be a "breakthrough of breakthroughs," paving the way, overcoming overlaps and bottlenecks, and guiding development. The legislative process needs to promote social critique and extensive consultation with experts, scientists, the business community, and voters. He urged the prevention of negative impacts from interest groups, policy manipulation by hostile forces, or non-transparent lobbying. "Every law must stem from national interests and the legitimate aspirations of the people," the General Secretary stated.
Regarding supreme supervision, he suggested focusing on pressing issues such as land, resources, and environmental management, combating corruption and waste, and protecting human and citizen rights. Supervisory activities must pursue the responsibility of organizations and individuals to the fullest extent. Post-supervision recommendations must be strictly implemented with clear sanctions.
The General Secretary also noted that the National Assembly and its agencies need to improve their working methods, reducing formality and increasing substance. The focus is on continuing to innovate the session agenda, discussion and debate methods, and questioning procedures, while applying artificial intelligence to enhance operational efficiency.
Regarding personnel, he required every delegate to exemplify political courage, qualities, and capabilities, possessing a desire to contribute, daring to think and act, and prioritizing common interests. Delegates need to maintain close contact with voters, listening and reflecting their concerns truthfully. The trust and confidence of voters are the highest measure of a delegate's prestige and responsibility.
The General Secretary suggested that the National Assembly Party Committee focus on directing the successful organization of the 10th session and the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. He acknowledged the National Assembly's substantial workload in the past term, from researching hundreds of draft laws and hundreds of thousands of pages of documents to listening to millions of voter opinions. It represents the intellectual dedication, enthusiasm, and silent sacrifices of each delegate.
The achieved results demonstrate the high sense of responsibility, creativity, and political determination of the National Assembly Party Committee, affirming the correctness and suitability of the new organizational model in the context of national development. However, the General Secretary also frankly pointed out limitations: the quality of some laws is not high, with overlaps, lack of feasibility, and failure to meet practical requirements in a timely manner; examination and feedback work is sometimes formalistic, not fully utilizing collective intelligence; supervisory activities are sometimes not decisive, not fully clarifying responsibilities, and many raised issues have not been thoroughly addressed.
With a spirit of innovation and high political responsibility, he expressed confidence that the National Assembly Party Committee, along with all officials, party members, and delegates, will continue to promote their intellect and courage to successfully fulfill their historical responsibilities.

In his closing remarks, National Assembly Chairman Tran Thanh Man requested subordinate party organizations to thoroughly disseminate and propagate the Resolution's content, spreading the Congress's will and determination. He urged the prompt completion of the Action Program, clearly assigning tasks, responsibilities, and timelines, creating changes from the beginning of the term. All officials, party members, public employees, and workers in the Party Committee and National Assembly agencies must improve legislative work, supreme supervision, and decision-making on important national issues.
The first National Assembly Party Congress for the 2025-2030 term had 300 official delegates representing 2,804 party members from 11 subordinate party committees, including 41 ex-officio delegates and 259 delegates appointed by the Party Committee's Standing Board. In the official session on the morning of 25/9, the Congress summarized the activities of the 2020-2025 term, defined the direction, goals, tasks, and solutions for the 2025-2030 term, discussed and contributed to draft documents submitted to the 14th Party Congress, and passed the Congress Resolution.
