In Hai Phong, he pioneered the "rural tiling" movement; reclaimed land from the sea, built the Dinh Vu dam, and established two new communes: Hai Thanh and Tan Thanh. He also spearheaded the household contract system, allocating land to farmers, which served as the practical basis for the Secretariat to issue Directive 100 in 1981. This directive laid the groundwork for the "contract 10" policy, forming the legal foundation for national agricultural development.
In his roles as deputy chairman of the council of ministers, Minister of Foreign Trade, and Minister of External Economic Relations, he made significant contributions to improving institutional policies, reforming administrative procedures, and gradually opening up and integrating into international economic development. He also promoted the democratization of social life. He championed important economic reforms such as curbing inflation, eliminating foreign trade monopolies, expanding autonomy for import-export businesses, and encouraging the development of various economic sectors.
As Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), Mr. Thanh promoted entrepreneurship, startups, and institutional reforms.
