The Ho Chi Minh City Management Board of Investment and Construction of Traffic Projects (TCIP) recently submitted a plan to the Department of Construction for consideration. This comes as the gateway to Cat Lai Port, the nation's largest in terms of cargo throughput, is frequently overloaded.
The proposal outlines an upgrade for a nearly 2 km section of road, extending from My Thuy intersection to Cat Lai ferry terminal. The existing road surface, currently about 24 m wide, would expand to 60-73 m, depending on the section. The widest section would feature 14 lanes, while the narrowest would have eight lanes (including both motorized and mixed-use lanes), along with median strips, sidewalks, and technical infrastructure synchronized with the ongoing Cat Lai bridge project.

If approved, TCIP will collaborate with relevant parties to develop a complete plan for submission to the authorities in Q1/2026.
Additionally, TCIP presented an alternative plan to upgrade the road to Cat Lai Port with varying widths of 60-69,5 m, but this option was deemed less feasible.
The Nguyen Thi Dinh street section from My Thuy intersection to Cat Lai ferry currently has six lanes (four motorized, two rudimentary) but is constantly overloaded. This is because it is the only road access to Cat Lai Port, with daily container vehicle volume exceeding more than two times its operational capacity, causing prolonged congestion for many years.

TP HCM is also expanding the remaining section of the route from My Thuy to An Phu intersection, with a capital of nearly 2,000 billion VND. Separately, the three-level My Thuy intersection is in phase three of construction, expected to be completed in 2026.
Concurrently, the Cat Lai bridge, which began construction after many years of research, is expected to be completed in 2029. The city also plans to invest in a new road connecting the Cat Lai - Phu Huu port complex with the TP HCM - Long Thanh - Dau Giay expressway and Ring Road 3. This aims to reduce congestion, increase port operational capacity, and enhance regional connectivity.
