Proposed civil servant salary scale from 1/7/2026

If the base salary increases by 8% from 1/7/2026, the highest civil servant salary is projected to be around 25,2 million VND per month, and the lowest around 3,4 million VND, excluding allowances.

The government plans to increase the base salary by 8% from its current 2,34 million VND per month, effective 1/7/2026. This adjustment would raise the base salary to approximately 2,527 million VND per month. Deputy Prime Minister Pham Thi Thanh Tra announced this plan during a meeting with voters in Lao Cai province on 9/3.

The base salary serves as the foundation for calculating the wages of officials, civil servants, public employees, and armed forces personnel. The formula used is: salary = base salary x salary coefficient, not including allowances.

Based on this calculation, the highest salary for civil servants in the senior expert group is expected to increase from 23,4 million VND to approximately 25,2 million VND per month, a rise of nearly 1,8 million VND.

For the lowest-paid group, salaries for certain positions, such as entry-level accountants or reserve warehouse security personnel, are projected to increase from around 3,16 million VND to over 3,41 million VND per month, an increase of approximately 250,000 VND.

The current civil servant salary scale encompasses various grades with different coefficients. With an increase in the base salary, all civil servant salaries across these grades will see a corresponding rise based on their applied coefficients.
