The Project Management Board 85, the investor for component project two, provided this information in a report to the Ministry of Construction. The report detailed the construction status and temporary operation plan for the expressway section through Dong Nai province.
According to the board, the expressway's main route and several branches at the Long Thanh, Tan Hiep interchanges, along with the interchange connecting to T1 road for Long Thanh airport, are largely complete. Contractors are installing signs and safety barriers, with completion expected by 30/3.

Given this progress, the investor plans to conduct inspections and temporarily open the expressway's main route. This section runs from the interchange with the Ho Chi Minh City - Long Thanh - Dau Giay expressway to Vung Tau, including some interchange branches and overpasses, in April.
During the temporary operation phase, the route will not yet connect to component project one, which is the section from Bien Hoa to the Long Thanh interchange. It will also not link to T1 road leading to Long Thanh airport or the Ben Luc - Long Thanh expressway.
Regarding legal procedures, the Project Management Board 85 has approved the maintenance and operational procedures. It is finalizing the traffic organization plan for submission to the Vietnam Road Administration. Concurrently, the unit is completing documentation to report to the State Inspection Council on construction acceptance. The acceptance inspection is anticipated to begin on 10/4.
The remaining project items, including some additional structures and the intelligent transportation system (ITS), are expected to be completed in May. This will lead to acceptance and full project operation in Q2 this year.

Previously, the Project Management Board 85 had anticipated a temporary opening of this route before Tet Binh Ngo 2026. However, following a field inspection, an inter-agency team determined that the project did not meet the conditions for temporary operation, requiring the investor to complete additional items and legal documents.
The Bien Hoa - Vung Tau expressway spans nearly 54 km, features 4-6 lanes, and has a total investment of approximately 17,800 ty dong. Once completed, the route will reduce travel time from central Ho Chi Minh City to Vung Tau from about 120 minutes to approximately 70 minutes.
