On 10/4, the Quang Ninh Provincial People's Committee issued a detailed plan to finalize procedures for elevating Quang Ninh to a centrally governed city. This initiative follows the Politburo's conclusion from its 3/4 meeting, which approved the principle of establishing Quang Ninh City based on the province's current administrative boundaries.
The plan outlines that the proposal for Quang Ninh City's establishment will be completed in April. Simultaneously, public feedback will be gathered from residents in communes, wards, and special zones. In May 2026, the proposal will be presented to Party committees and the Provincial People's Council for approval before being submitted to the Government. The Ministry of Home Affairs will then appraise it and report to the National Assembly, which is expected to review the proposal in June.

Quang Ninh province will ask the Government for exemptions from certain standard urban classification regulations. This request aims to accommodate the province's unique characteristics as its entire administrative area transitions into a centrally governed city.
In 2025, Quang Ninh's gross regional domestic product (GRDP) growth rate reached an estimated 11.89%, the highest nationwide. The province's economic scale surpassed 368.445 billion VND. Total state budget revenue hit 84.500 billion VND for the first time, securing the 6th position nationally.
Tourism is a key economic driver for Quang Ninh. In 2025, the province welcomed 21.28 million visitors, a 12% increase year-on-year. This figure included 16.78 million domestic and 4.5 million international tourists. Total tourism revenue reached 57.000 billion VND.
For 2026, Quang Ninh targets a GRDP growth rate exceeding 12.5%, a per capita GRDP of 11,800 USD or more, and total state budget revenue of 100.000 billion VND.
Currently, Vietnam has 6 centrally governed cities: Ha Noi, Hai Phong, Hue, Da Nang, Ho Chi Minh City, and Can Tho. In late March, the Central Party also approved the principle of elevating Dong Nai to a centrally governed city.
