Student health insurance contribution cap set at 680,000 dong

With 50% state budget support, student health insurance (BHYT) contributions for the 2026-2027 academic year will be over 638,000 dong.

Vietnam Social Security announced on 11/8 that this policy applies to students enrolled in educational institutions, including civilian students in military and police schools, unless they are already participating under a different health insurance group.

The contribution rate for this group is 4.5% of the reference amount. Currently, the reference is based on a base salary of 2.53 million dong. This translates to a monthly contribution of 113,850 dong, or 1,366,200 dong annually. With 50% state budget support, students only pay 56,925 dong per month, or 638,100 dong per year. This group can choose to pay quarterly, semi-annually, or annually.

- For those participating in health insurance for 5 consecutive years and whose co-payment amount for examination and treatment in the year exceeds 6 months of the base salary, equivalent to 15.18 million dong.

- Inpatient examination and treatment at basic-level facilities; or at specialized-level facilities classified as provincial-level before 1/1/2025; or central-level specialized facilities rated 70 points or higher if the disease group is on the regulated list.

Vietnam Social Security advises that if students do not present complete required documents, cannot show card information, or present it late before discharge, the Health Insurance Fund will cover actual costs within the benefit scope, but not exceeding 379,500 dong for outpatient care and 1,265,000 dong for inpatient care.

In emergency cases, patients can receive examination and treatment at any facility. They must present their card information or photo identification before the end of the treatment period to qualify for health insurance payment.

For health insurance examinations and treatments, students must present a valid card or an image of their health insurance card on the VssID application, along with photo identification such as a chip-embedded ID card or VNeID level 2.

For children aged 0-6 born on or before 30/9, their card is valid from birth until 30/9 of the year they turn 72 months old. If born after 30/9, the card is valid from birth until the end of the month they turn 72 months old.

For first-grade students, the card is valid from 1/10 of their first primary school year, or from the end of the month they turn 72 months old. For 12th-grade students, the card is valid until 30/9 of that year.

For first-year students, the card is valid from their enrollment date. For final-year students, it is valid until the end of the month their course concludes.
