The Party Central Committee Office recently issued Notice 140 on 8/8, conveying the conclusions of General Secretary, President To Lam at the first session of the Central Steering Committee for reviewing practices and researching amendments and supplements to the Party Charter. The session took place on 5/8 at the Central Party Headquarters.

The General Secretary, President requested that the revision process must steadfastly adhere to Marxism-Leninism, Ho Chi Minh Thought, and the theory of reform policy. It must also uphold the goals of national independence and socialism, as well as the Party's leadership and ruling role and the principle of democratic centralism.

The revised content needs to closely align with the 14th Party Congress Resolution and be synchronized with the revision and supplementation of the 2011 Political Platform and the 2013 Constitution.

While inheriting suitable regulations, the Party Charter must thoroughly revise content that causes widespread issues or creates organizational, authority, and responsibility gaps. New issues that arise, but lack sufficient theoretical and practical basis, will continue to be piloted, reviewed, or adjusted through Central Committee regulations and guidelines.

The Party Charter should only regulate foundational, core, principled, long-term stable issues that fall under the Party Congress's decision-making authority. Implementing regulations will specify models, authority, responsibility, and content requiring consistent application, focusing on procedures, processes, and operations.

"Do not include technical, detailed, or frequently adjusted content in the Party Charter," the conclusion stated. Conversely, fundamental, stable issues that have been practically verified and consistently applied, but are scattered across various documents, need to be reviewed and supplemented. Each revision option must be fully and convincingly explained on political, legal, and practical grounds.

Regarding regulations on the Party, Party members, grassroots Party organizations, and relations with the people, the General Secretary, President called for clarifying the goal of building a comprehensive, clean, strong Party, "truly ethical and civilized". This involves being closely linked to, subject to the supervision of, and reliant on the people to build the Party.

The Charter also needs to research the standards, rights, duties, and exemplary responsibilities of Party members, as well as their development, education, management, evaluation, and screening. The standards should encompass political courage, ethics, discipline, task execution capacity, innovative spirit, willingness to take responsibility, and close ties with the people. Party life must thoroughly overcome formalism, bureaucratization, favoritism, and evasion.

The General Secretary, President requested an evaluation of the Party committee model after the cessation of Party delegations and Party affairs committees. This will clarify the relationship between Party committees and collective leadership, the head, and subordinate Party organizations. For the Military and Police, the principle of absolute, direct Party leadership in all aspects will continue to be affirmed.

The mechanism "Party leads, State manages, People are masters" also needs clarification, ensuring the Party's comprehensive leadership without overstepping or doing things on its behalf.

Party inspection, supervision, discipline, and power control must shift strongly from handling violations to proactive prevention, early warning, and supervision. This aims to timely rectify signs of degradation, "self-evolution," "self-transformation," corruption, waste, and negativity. Disciplinary action must be strict but objective, fair, within authority, and according to procedure.

According to the roadmap, in 2026, relevant agencies will finalize the outline, methodology, and list of research topics. In the two years 2027-2028, the development of topics, surveys, preliminary reviews of models, and identification of content needing revision will be implemented. This will serve as a basis for drafting the overall report and collecting feedback in multiple rounds.

In 2029, the draft overall report will be finalized, ensuring synchronization with the 100-year review report of the Party's leadership in the Vietnamese revolution, the country's development orientation for the 2030-2130 period, and the 40-year review of the Platform's implementation. This provides the basis for the subcommittees of the 15th Congress, especially the Party Charter Subcommittee, to submit revisions for the Congress's consideration.

The Central Organization Commission is tasked with developing the overall research outline and outlines for each content group. They will report to the Steering Committee by the end of Q3 2026 for submission to the 4th Central Committee Plenum for consideration and feedback.
