In a proposal to the prime minister, the Ministry of Construction assessed that after merging with Nam Dinh and Ha Nam, Ninh Binh has the potential to become an aviation hub. The ministry supports the initiative to research and incorporate an airport plan for the region in the coming phase.
The current national airport system plan identifies 12 potential airport locations. Since Ninh Binh isn't on this list, the Ministry of Construction proposes that the provincial People's Committee (UBND) conduct a feasibility study for airport development.
During implementation, the Ministry of Construction will establish a specialized task force to guide and support Ninh Binh province and consulting firms in developing, reviewing, and approving the project, ensuring quality and timely progress.

Regarding transport infrastructure connectivity, the ministry considers the proposed construction of two main roads, from the Trang An - Bai Dinh heritage area to Nam Dinh and Phu Ly, along with 9 bridges over the Day and Hoang Long rivers, essential after the provincial merger. The Ninh Binh UBND has jurisdiction over these projects. The ministry has committed to collaboration and technical guidance during implementation.
The Ministry of Construction also requested the prime minister direct the Ninh Binh UBND to collaborate with the Xuan Truong enterprise in reviewing provincial planning and ongoing projects to avoid overlaps and duplication. They also propose to identify viable infrastructure connections to stimulate regional development.
In June, the Xuan Truong enterprise proposed the construction of an international airport, potentially in Y Yen (formerly Nam Dinh province) or at a location suggested by the Ministry of Construction. Funding would be sourced from the post-merger Ninh Binh provincial budget and socialized capital, without using the central budget.
This enterprise also proposed the construction of two eight-lane main roads from the Trang An and Bai Dinh heritage sites (central Ninh Binh) to Nam Dinh and Phu Ly, Ha Nam, and the construction of 9 bridges over the Day and Hoang Long rivers.
Xuan Truong is the main investor in several major tourism projects in Ninh Binh: Trang An ecological tourism area, Bai Dinh pagoda, Tam Chuc tourism area, and others.
