Unscheduled sessions are convened outside the National Assembly's two annual regular sessions, which typically open in May and October. These sessions are organized to promptly institutionalize policies and conclusions from the Central Committee and to address urgent matters without delay.

During this session, the National Assembly will consider and decide on 33 items: 15 draft laws, four draft legal normative resolutions for approval, seven draft laws for initial review, and seven important national issues.

The day began at 8h with a preparatory session where the National Assembly heard reports on the reception, explanation, and adjustment of the proposed session program. Following this, delegates discussed and voted to approve the agenda.

The opening session, broadcast live on radio and television, ran from 8h30 to 9h30. Following the flag salute ceremony and the introduction of delegates, National Assembly Chairman Tran Thanh Man delivered the opening speech.

During the opening session, the National Assembly received presentations and review reports on eight draft laws. The first group included: the amended Law on Dissemination and Education of Law, the draft amendment to the Law on State Compensation Liability, amendments to several provisions of three laws concerning the State Bank, anti-money laundering, and credit institutions, and adjustments to the list of conditional investment and business sectors in the Investment Law.

After a break, from 9h50 to 10h30, the National Assembly continued to hear presentations and review reports on four additional projects: the amended Law on Grassroots Conciliation, and projects amending the Law on Publishing, the Customs Law, and the Architecture Law.

From 10h30, the National Assembly convened a private meeting to address personnel matters within its jurisdiction.

In the afternoon, delegates engaged in group discussions on three projects: the amended Law on Dissemination and Education of Law, the Law amending and supplementing some articles of the Law on State Compensation Liability, and the amended Law on Grassroots Conciliation.

This unscheduled session is expected to span approximately 17 days, divided into two phases. Phase one runs from 3/8 to the morning of 13/8, and phase two from 19/8 to 24/8. The National Assembly has scheduled work on two saturdays, 8/8 and 22/8, and two sundays, 9/8 and 23/8.

During the break between the two phases, agencies of the National Assembly, the Government, and related units will gather feedback from delegates, then revise and finalize draft laws and resolutions before submitting them for a vote.
