Truong Minh Huy Vu was nominated for election as vice chairman of the Ho Chi Minh City People's Committee during the 5th special session held on the morning of 21/9.

Originally from Tan Dong commune, Dong Thap province, Vu holds a doctorate in international political economy, a master's degree in social sciences focusing on globalization, internationalization, and governance, a bachelor's degree in social sciences with a specialization in European studies, and an advanced degree in political theory.

His career includes teaching, research, and various management positions at the University of Social Sciences and Humanities, the Software Technology Park, and other units under Vietnam National University Ho Chi Minh City.

In late 2022, he was appointed deputy director of the Ho Chi Minh City Institute for Development Studies, becoming its director in 8/2024. He also advises the city on special mechanisms, investment, finance, urban planning, and attracting strategic investors.

In 2025, he joined the Ho Chi Minh City Party Committee Executive Board for the 2025-2030 term. From 12/2025, he concurrently served as chairman of the executive board of the Vietnam International Financial Center in Ho Chi Minh City. This year, he was elected to the 16th National Assembly.
