The Department of Traffic Police (Ministry of Public Security) announced that police in many localities are launching a peak period of comprehensive inspection for self-dumping trucks and self-dumping semi-trailers (dump trucks) with a load capacity of 15 tons or more.
This crackdown will occur at businesses, depots, and key traffic routes to ensure all violations are identified.
The Department of Traffic Police's monitoring of transport operations revealed that most dump truck owners provide limited salaries to drivers, primarily relying on trip-based bonuses.
This incentive structure encourages drivers to complete more trips per day and month for higher earnings, leading many to operate vehicles for 10-15 continuous hours daily.
According to the Department of Traffic Police, this pursuit of increased profit for businesses, vehicle owners, and drivers often leads to blatant disregard for regulations. Drivers frequently violate driving hour limits and traffic rules, including speeding, running red lights, and entering prohibited areas, consequently turning dump trucks into "road demons".
Statistics indicate that traffic accidents involving dump trucks account for 25-30% of all annual traffic incidents.
To prevent further violations and accidents, the Department of Traffic Police will aggressively target violations by both dump truck drivers and owners in the coming period. A representative emphasized, "These vehicles must not remain a menace to road users."

Dump trucks, colloquially known as "ho vo" (a mispronunciation of the Chinese Howo brand), are heavy-duty vehicles used extensively at large construction sites for transporting soil and leveling materials.
In Ha Noi, dump trucks are a common sight on many roads, particularly at night, including Khuat Duy Tien, Hoang Tang Bi, Le Trong Tan, National Highway 32, and the Southern Ha Noi arterial road.
Road users frequently report reckless driving by these truck drivers, including high speeds, lane encroachment, and the use of loud, modified horns that startle others.
Authorities state that the most common traffic violations by dump trucks include: overloading or oversized cargo, inadequate covering leading to spilled soil and rocks, speeding, reckless overtaking, driving in the wrong lane, and entering prohibited roads.
