Unauthorized construction by the Huong River to face enforcement action

Thuan Hoa ward people's committee to enforce unauthorized construction at the Hue Times Square project by the Huong River.

After 90 days of being fined 110 million VND for building contrary to approved permits and drawings, An Phu Minh Investment and Transport Co., Ltd., owner of the Hue Times Square project by the Huong River, has yet to rectify the violations. Consequently, Thuan Hoa ward issued an enforcement decision for the unauthorized structures at the project. However, the exact timing and personnel for the enforcement action have not been announced.

Hoang Viet Cuong, chief of staff of Hue City People's Committee, stated that according to the construction permit previously approved by Thuan Hoa district People's Committee, the Hue Times Square project at 5 Le Loi was to include a one-story main structure, 8 meters high, covering 400 square meters; a 630 square meter basement; and a one-story auxiliary technical building, 3,75 meters high, and 62,5 square meters wide.

A physical inspection by Thuan Hoa ward determined that the project owner built contrary to the approved design. The main structure's central atrium was enclosed with tempered glass and covered with a transparent plastic roof, spanning 410,8 square meters. Additionally, two elevator shafts were added, reaching a height of 11,6 meters from the top of the shaft to the foundation, and 12,2 meters from the exterior roof peak to the foundation, exceeding the permit by 4,2 meters.

Furthermore, the project owner constructed several unauthorized components, including: a Katinat coffee shop covering 236 square meters; a reception lounge; a 67 square meter restroom; a 26,5 square meter shrine; and 4 decorative pillars at the entrance outside the property.

The Hue Times Square project, located at 5 Le Loi on the southern bank of the Huong River, was auctioned for land lease by Thua Thien Hue Provincial People's Committee, now Hue City. The land, with an area exceeding 8.012 square meters, was intended for developing a high-end tourism service area. An Phu Minh Investment and Transport Co., Ltd. won the auction with a bid of 5,93 billion VND per year, securing a 10-year lease period starting from 22/1/2024. The 5 Le Loi plot was zoned for a maximum one-story structure with a maximum height of 8 meters.
