According to the Hue City Party Committee's conclusion, while serving as director of the Department of Agriculture and Environment and concurrently chief of the Coordinating Office for the National Target Program on New Rural Development of Hue City, Nguyen Dinh Duc failed to fully carry out his assigned responsibilities and authorities.

He was slow to sign specific task assignments for members of the Coordinating Office for the National Target Program on New Rural Development. He also neglected leadership and oversight, lacking proper inspection and supervision during the selection of contractors, and the signing and implementation of contracts with Cat Tuong Quan Company for producing specialized television reports for the new rural development program.

According to the Hue City Party Committee, these shortcomings allowed the enterprise to forge documents for false acceptance and fraudulent payments, leading to the misappropriation of funds and losses to the State budget. The committee deemed Nguyen Dinh Duc's violations and shortcomings to have serious consequences, damaging his personal reputation and the Party organization he serves.

Previously, the Hue City Party Committee's Inspection Commission had proposed disciplinary action against Duc regarding violations in media contracts with Cat Tuong Quan Company.
