Vietnam plans new salary scheme for civil servants after streamlining

The government tasks the ministry of home affairs with developing a new salary and allowance scheme for civil servants following recent streamlining efforts. The scheme will be reported to relevant authorities for unified implementation across the political system.

This task is outlined in Resolution 268, issued by the government on 3/9, concerning the implementation of the two-tier local government model. The Ministry of Home Affairs is also tasked with collaborating with relevant units to develop standards for each job position. These standards will serve as a basis for transparent and effective recruitment, appointment, and rotation of personnel. The ministry will also develop specialized training programs in finance, law, information technology, and planning.

The Ministry of Home Affairs, along with the Ministry of Education and Training and the Ministry of Health, will review the staffing needs for local education and healthcare sectors, guiding recruitment to ensure appropriate staffing levels from the 2025-2026 school year onwards.

According to the resolution, 94,400 people have opted for retirement as part of the streamlining process. Funding has been requested and approved for 81,400 cases, with 75,700 individuals already receiving their entitlements. Localities have largely completed the restructuring process, with 465 provincial-level specialized agencies and 9,900 communal-level specialized offices now in place.

In early July, General Secretary To Lam called for continued revisions and additions to salary and allowance policies to align with the new organizational structure. Currently, civil servants' salaries are calculated based on a coefficient multiplied by the base salary of 2.34 million VND/month. This translates to a minimum salary of about 3.1 million VND and a maximum of 23.4 million VND per month, excluding allowances.

Resolution 27 of 2018 set a target for implementing a new salary scheme from 1/7/2021. However, due to the impact of the Covid-19 pandemic and economic difficulties, this timeline was postponed. The National Assembly subsequently decided to implement a position-based salary system from 1/7/2024. However, due to various arising issues, this mechanism could not be immediately applied. Instead, the National Assembly approved a 30% increase in the base salary, from 1.8 million VND to 2.34 million VND per month, starting from July 2024.

According to the Ministry of Home Affairs, this increase serves as a stepping stone towards salary reform. The new policy aims to link salaries to job positions and performance, benchmarking against private sector incomes for comparable positions. This is intended to ensure a decent living standard for civil servants, mitigate negativity, prevent brain drain, and attract talent.
