At the reception ceremony at the Presidential Palace this morning, President Luong Cuong and European Council President Antonio Costa attended the flag-raising ceremony, reviewed the honor guard of the Vietnam People's Army, and observed the welcoming parade.
Following the reception, the two leaders held talks and met with the press. The European Council President is scheduled to meet General Secretary To Lam, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and engage in other activities.

During a press meeting on 26/1, European Union (EU) Ambassador to Vietnam Julien Guerrier stated that Mr. Costa's visit is significant, sending a clear message that the EU wishes to strengthen cooperation with partners, including Vietnam. This cooperation will contribute to building multilateral, rules-based relations.
Ambassador Guerrier noted that over the past 35 years, EU-Vietnam relations have developed into one of the most comprehensive relationships. This robust partnership spans various areas, from economy, trade, investment, and sustainable development to defense, diplomacy, and people-to-people exchanges.
Mr. Guerrier believes that "it is time for the EU and Vietnam to elevate their relations to a new level."

The European Council serves as the EU's highest political body, responsible for defining the Union's general political direction and priorities. Mr. Costa, 64, previously served as Prime Minister of Portugal from 2015 to 2024. He has held the position of European Council President since December 2024.
Vietnam and the EU established diplomatic relations on 28/11/1990. In the first 11 months of 2025, bilateral trade turnover reached over 66.8 billion USD, marking a 6.6% increase compared to the same period in 2024.
The EU stands as Vietnam's 4th largest trade partner, its 3rd largest export market, and its 5th largest import market. Conversely, Vietnam is the EU's 16th largest trade partner and its largest within ASEAN.
