During an emergency meeting of the Security Council (SC) in New York on 5/1, United Nations Secretary-General Antonio Guterres's speech, delivered by Deputy Secretary-General Rosemary DiCarlo, urged all parties to uphold the principles of national sovereignty and territorial integrity.
Addressing Venezuela, Guterres's speech stated, "I am deeply concerned about the potential for escalating instability in this country, its regional impact, and the precedent it could set for relations among nations."
Guterres also expressed concern that international law had "not been respected" during the United States' raid in Venezuela. He emphasized that international law provides the foundation for maintaining global peace and security.

The UN Secretary-General added that international law also offers tools to address issues such as drug trafficking, resource disputes, and other challenges. "This is the path we must follow," he stated.
The United Nations Security Council organized the emergency session to discuss the United States' raid on 3/1, aimed at arresting Venezuelan President Nicolas Maduro and his wife.
During the session, Russia's ambassador to the United Nations condemned the United States' military action against Venezuela's leader, asserting that Washington had no legitimate reason to conduct the raid.
China's deputy ambassador to the United Nations also criticized the United States' operation and joined Russia in calling for Washington to release Maduro and his wife.
As the session progressed, Maduro and his wife were taken to a federal courthouse in Manhattan, also in New York City, for their initial hearing on charges related to drugs and other offenses. Maduro is likely to deny these charges.
