During his meeting with Premier Li Qiang on 15/4, General Secretary, President To Lam affirmed Vietnam's desire to work with China to promote comprehensive relations to a new high. Mutually beneficial cooperation across all sectors is the foundation and driving force for stable, healthy, and sustainable development in the new period.
Premier Li Qiang affirmed that China adheres to a friendly policy towards Vietnam, consistently viewing Vietnam as a priority in its neighborhood diplomacy.

General Secretary, President To Lam proposed that both sides establish new levels for economic, trade, investment, and tourism cooperation. He called for more balanced and sustainable trade, promoting economic integration, and creating breakthroughs in strategic infrastructure connectivity, prioritizing railway cooperation, and boosting connections with Central Asia and Europe.
Vietnam requested China to provide loans, human resource training, and technology transfer to master the operation, maintenance, and repair of electrified railways. Vietnam also proposed replicating the smart border gate model and comprehensively implementing the cross-border economic cooperation zone.
General Secretary, President To Lam requested China facilitate Vietnam's participation in the "large market sharing - China export" activity series, open its market to Vietnamese agricultural, aquatic, and livestock products, and increase the capacity and output of electricity imported from China.
The two sides are promoting high-quality investment, scientific and technological cooperation, education and training, finance, agriculture, environment, and technology transfer in key sectors such as artificial intelligence, free trade zones, smart cities, and smart manufacturing. They also discussed addressing environmental pollution in major cities and accelerating the implementation of China-aided projects.
Premier Li Qiang emphasized China's commitment to practical, mutually beneficial cooperation with Vietnam. He proposed prioritizing the implementation of strategic infrastructure connectivity, especially in technology cooperation, human resource training, and capital mobilization in the railway sector. He also called for the effective implementation of standard-gauge railway projects connecting the two countries and promoting multimodal logistics connectivity.
China is ready to work with Vietnam to elevate more balanced trade cooperation, import more high-quality Vietnamese agricultural products, support Vietnam's participation in the "large market sharing - China export" activity series, and jointly build a cross-border economic cooperation zone.
Premier Li Qiang affirmed that China encourages expanding bilateral investment, building safe and stable supply chains and production chains in the region, and supports more capable Chinese enterprises in expanding high-quality investment into Vietnam.
Chinese leaders proposed that both sides jointly research and promote new advanced cooperation areas, focusing on science and technology, digital transformation, innovation, and artificial intelligence, to make them new highlights.
China is ready to implement specific programs and plans with Vietnam during the 2026-2027 tourism cooperation year, boosting education and training cooperation, especially for high-caliber talent.

Both sides agreed to strengthen closer multilateral cooperation and better manage and resolve differences, maintaining peace and stability at sea, thereby consolidating a favorable environment for each country's development.
On the same day, General Secretary, President To Lam met with Zhao Leji, Chairman of the National People's Congress (NPC) of China, proposing to deepen friendly exchanges and cooperation between the two legislatures.
The General Secretary, President expressed hope that the legislative bodies of both countries would promote their roles in lawmaking and oversight, continuing to expand and enhance the effectiveness of cooperation, especially in foreign affairs, defense, security, trade, investment, and tourism.

Zhao Leji affirmed that the National People's Congress of China is ready to strengthen friendly exchanges and practical cooperation with the National Assembly of Vietnam. He invited National Assembly Chairman Tran Thanh Man to visit China and co-chair the second session of the Cooperation Committee between the two legislative bodies.
The Chairman of the National People's Congress introduced General Secretary, President To Lam to some notable new Chinese laws, including the Ecological Environment Code, the Law on Promoting Ethnic Solidarity and Progress, and the National Development Planning Law.
