A video captured a traffic incident on 18/1 on Nguyen Trong Tuyen street where a car, stopped nearly one meter from the curb without hazard lights, had its passenger door suddenly open. This action struck a woman on a motorbike approaching from behind, dragging both the rider and her vehicle onto the sidewalk. The driver then hastily opened their own door, narrowly missing another motorbike.
This incident highlights critical driving safety issues. Vehicles must not stop indiscriminately, which obstructs traffic. When stopping, a vehicle should be no more than 25 cm from the curb and only in permitted areas.
Before opening any car door, drivers and passengers must carefully check the front, rear, and sides. The recommended procedure is to first open the door slightly, about 15 cm, and observe thoroughly to ensure no people or vehicles are approaching. If it is safe, the door can then be opened slowly to exit.
Violations of safe door-opening procedures carry significant penalties. According to Decree 168/2024, drivers who open or leave a car door open unsafely face a fine of 4-6 million VND. If this action results in a traffic accident, the violator will be fined 20-22 million VND and incur a deduction of 10 points from their driver's license.
