Car owner and driver fined 118 million dong for speeding vehicle

A driver without a license or proper vehicle documents, caught speeding on an expressway, led to fines totaling over 118 million dong for both the driver and the vehicle owner.

On 21/4, authorities on the Phan Thiet - Vinh Hao expressway identified a vehicle driven by D. Hoang (born 1989, residing in Tay Ninh) for committing multiple traffic violations.

The violations included speeding 10-20 km/h over the limit, the driver failing to present a driver's license, and not carrying the required vehicle registration certificate.

Traffic Police Team No. 6 issued a violation report. Specifically, for speeding, the driver was fined 5 million dong and had two points deducted from their driver's license. Driving without a license incurred a 19 million dong fine and resulted in the vehicle being impounded for 7 days. Additionally, not possessing a vehicle registration certificate led to a 2,5 million dong fine and another two license points deducted.

Beyond the driver, the vehicle owner, VC Xanh Cooperative, was also penalized for violating vehicle management regulations. The cooperative received a 58 million dong fine for entrusting the vehicle to an unqualified driver and a 34 million dong fine for operating an unregistered vehicle in traffic. The total fines for this incident amounted to 118,5 million dong. The offending vehicle was impounded for 7 days as per regulations.

Considering the value of the vehicle involved, a Limo Green priced at 749 million dong, the combined fines paid by the owner and driver represented 16% of the vehicle's cost.

Authorities advise that drivers on expressways must strictly adhere to speed limits, maintain a safe following distance, and remain focused. Operating a vehicle without a driver's license is particularly dangerous, as the driver may lack adequate training in handling high-speed situations, which can easily lead to serious accidents. Furthermore, drivers should always carry all necessary vehicle documents to ensure compliance with regulations and avoid legal complications.
