Trung Vu, a professional driver, is seeking urgent advice after encountering difficulties paying two speeding fines. His primary concern stems from the online systems' failure to provide the necessary QR codes for payment, leaving him unable to settle the penalties and with his driving license held online.
The first incident occurred at 10:00 on 16/5 on Quang Trung street in Tuyen Quang. Vu's vehicle was traveling at 56 km/h in a section where the speed limit had been reduced from 60 km/h to 50 km/h, resulting in an excess of 5-10 km/h. Traffic police issued a fine of 900,000 VND and informed him that a QR code for payment would be sent via text message to his registered phone number within seven working days. However, this QR code never arrived, and his driving license was subsequently held online.
Despite checking multiple platforms, including VNeID, VN Traffic, and the national public service portal, Vu found that while the violation information was displayed, the crucial QR code for the 900,000 VND fine payment was consistently missing. This absence has left him uncertain about how and where to pay the fine.
In contrast, the very next day, 17/5, while traveling to Ha Giang, another vehicle in Vu's group received a similar speeding fine of 900,000 VND (58 km/h in a 50 km/h zone near Yen Minh). In this instance, traffic police allowed immediate payment on the spot via QR code. The payment was successful, and the driver's license was not held, highlighting an inconsistency in the enforcement and payment process.
Upon rechecking VNeID and VN Traffic, both systems continue to indicate that Vu's initial fine remains unpaid. He still possesses the official violation notice, which serves as the fine decision. Vu is now seeking legal guidance on the proper steps to take in such situations to ensure he can resolve the outstanding fines and continue his profession as a driver without further impediment.
