Da Nang has introduced a new policy to provide substantial financial support, up to 1 billion VND annually, for technology enterprises focusing on digital technology, semiconductor chips, and artificial intelligence (AI). This initiative aims to bolster human resource development in these critical sectors, effective from 10/8.

The Da Nang People's Council recently issued Resolution 92/2026/NQ-HDND on 31/7, outlining these policies. Under the resolution, the city will cover 30% of the hiring costs for high-quality digital technology industry personnel, capped at 200 million VND per person annually. The total support for each enterprise will not exceed 1 billion VND per year.

Additionally, the policy provides 50% support for training, retraining, and professional development programs designed to enhance the quality of an enterprise's workforce. This training support is capped at 500 million VND per enterprise annually and 15 million VND per person per course. For training courses lasting less than one month, the maximum support is 2 million VND per person.

The policy applies to organizations and individuals investing in projects for research, development, and production of key digital technology products, semiconductor chips, and AI systems in Da Nang. To be eligible for support, organizations must be established and operate under Vietnamese law, possess a registered headquarters, branch, or representative office in Da Nang, and declare and pay taxes within the city. Projects must also have an investment license issued by the competent authority.

Specific criteria apply to the projects and personnel. Key digital technology products and semiconductor chips must be on the list of key digital technology products and services as defined by Circular 31/2025/TT-BKHCN. For AI projects, the research and production of artificial intelligence systems must fall within the scope of the project seeking support. Furthermore, revenue generated from the production of key digital technology products, semiconductor chips, or AI systems in the year immediately preceding the application for support must account for at least 80% of the project's total annual revenue.

Beyond general criteria, projects applying for high-quality human resource hiring support must also satisfy one of the criteria groups outlined in Decree 353/2025/ND-CP, which details several articles and implementation measures of the Digital Technology Industry Law. Da Nang prioritizes projects that establish and implement advanced quality management systems, meeting current international or specialized industry standards.

For personnel receiving training support, the duration of training, retraining, or professional development must not exceed one year. Employees must commit to working until the project's completion, and the training content must be relevant to the project's activities. Enterprises must also sign labor contracts, contribute to social insurance, and have work agreements related to the project with the high-quality digital technology personnel proposed for support. In cases of training existing staff, the enterprise must issue a decision to send the employee to participate in the training, retraining, or professional development program.

It is important to note that if a project is eligible for multiple support policies for the same activity, the organization or individual must select only the most beneficial policy. This policy does not apply to projects funded by the state budget. Additionally, each digital technology industry employee can only receive support once under this scheme.

This policy is expected to provide an additional tool for Da Nang to attract high-quality human resources, particularly in digital technology, semiconductors, and AI, thereby supporting technology projects with high research content and added value within the city.
