This information was stated in a resolution on preferential policies and support for infrastructure development and organizations operating in science, technology, innovation, and digital transformation within the city, approved by the Hanoi People's Council on the afternoon of 2/6.
The resolution outlines two main groups of preferential and support policies: one for the development of science, technology, innovation, and digital infrastructure; and another for organizations operating in science, technology, innovation, and digital transformation across the city. Beneficiaries include state management agencies and public service units under Hanoi with functions related to science, technology, innovation, and digital transformation, as well as organizations and businesses active in these fields.

According to the resolution, the city will support 100% of the costs for new investments or upgrades to science, technology, innovation, and digital infrastructure for organizations in Hanoi. Additionally, city-invested infrastructure will receive 100% support for operational costs during the first three years of operation.
For public research and development centers, laboratories, and incubators affiliated with public universities, public vocational education institutions, public science and technology organizations, or state-owned enterprises not directly under the city, the maximum support covers up to 50% of new investment or upgrade costs. For new investment projects, the city will support up to 50% of operational costs during the first three years.
The next group, laboratories within private universities, non-public science and technology organizations, or private enterprises, will receive up to 30% support for new investment or upgrade costs. For newly invested laboratories, the maximum operational support is 30% during the first three years of use.
A maximum of 50% support is provided for the inspection and calibration fees of equipment in research and development centers and laboratories, as well as for establishing and operating technical standards, regulations, and quality management systems.
Beyond investment incentives, the city also offers free use of equipment placement and telecommunications cables on Hanoi's smart city technical infrastructure for two years, targeting organizations and businesses implementing projects under a socialized model. Hanoi will also support up to 50% of the operational costs for the Technology Exchange, whose establishment project was approved by the city, for the first three years of operation (including pilot and trial periods).
The second support policy focuses on organizations engaged in science, technology, innovation, and digital transformation activities within Hanoi. Specifically, these entities will benefit from minimum loan interest rates when accessing capital from the City Development Investment Fund for new science, technology, innovation, and digital infrastructure investment projects, as regulated.
Additionally, science and technology enterprises, high-tech enterprises, digital technology enterprises, and businesses with science and technology products will receive 100% support for booth costs when participating in international technology exhibitions, fairs, and events under the city's promotion program.
Other support policies include free participation in city-organized training programs to enhance capacity in technology management, digital transformation, and commercialization; assistance with administrative and legal procedures for recognizing science and technology organizations. Entities in this sector will also receive support for ecosystem connections, including domestic and international experts, scientists, investors, financial institutions, investment funds, research institutes, and universities.
In 2026, Hanoi has allocated 9,090 billion VND for science, technology, innovation, and digital transformation. Regarding the technology business ecosystem, in Q1/2026, the city recorded 221 science and technology enterprises, over 1,000 innovation startups (accounting for over 26% nationwide), and 10,996 digital technology enterprises.
