Prime Minister launches 'legitimate enrichment' emulation movement

Prime Minister Pham Minh Chinh calls on the entire nation, from businesses to individuals, to compete in legitimate enrichment, development, and innovation.

At a conference on 9/2, Prime Minister Pham Minh Chinh initiated an emulation movement focused on strengthening private enterprises, enhancing the efficiency of state-owned enterprises, and fostering innovation, science, technology, digital transformation, and green transformation.

Regarding the movement to develop private enterprises and improve the efficiency of state-owned enterprises, the Prime Minister outlined five key focuses:

First, transforming the management mindset from an administrative approach to a development-oriented, accompanying, and supportive role for businesses.

Second, refining institutions, removing bottlenecks, and creating a transparent, equitable business and investment environment.

Third, building a business community guided by "5-ization": digitalization, greening, smartification, resource optimization, and benefit harmonization.

Fourth, supporting businesses in accessing resources, fostering startups, and promoting innovation.

Fifth, encouraging businesses to innovate governance, master technology, embrace green and digital transformation, and build Vietnamese brands and business culture.

Concurrently, the Prime Minister also launched an emulation movement for innovation, scientific and technological development, digital transformation, and green transformation.

The Prime Minister urged all levels, sectors, and localities to achieve breakthroughs in mindset and reform, creating movements that are not "formalistic, fragmented, or wasteful of resources". He also called on the business community, entrepreneurs, and workers to transcend limitations, leading the way in legitimate, lawful, and humane enrichment.

At the launch ceremony, representatives from localities and businesses pledged active participation and organization of these movements. According to Vu Dai Thang, Chairman of the Hanoi People's Committee, the city identifies science, technology, innovation, and digital transformation as growth pillars. He emphasized that the private economy is a vital driving force, while state-owned enterprises maintain a core role.

"Hanoi commits to implementing the movement with a spirit of solidarity, creativity, and effectiveness, aiming to lead and set an example for the entire country", Mr. Thang stated.

Do Quang Hien, Executive Chairman of T&T Group, shared that the group considers digital and green transformation as overarching pillars, focusing on infrastructure, logistics, and renewable energy. T&T Group pledged "less talk, more action, real effectiveness", concentrating resources and corporate governance on strategic investments guided by green, digital, and sustainable principles.

Similarly, Ho Thanh Tung, General Director of CMC, noted that the group is intensifying investments in AI, data centers, and high-quality human resources. CMC aims to become a global AI transformation enterprise by 2030. In 2026, CMC plans to accelerate AI transformation, master strategic technology, and promote the development of digital infrastructure and data.
