The Ministry of Finance is seeking public input on a draft circular to implement a program for training 10,000 chief executive officers (CEOs) by 2030. The program has a proposed budget of 300 billion VND, with 280 billion VND allocated for training and 20 billion VND for management, communication, and post-training support. Funding will come from the state budget or contributions from participants and businesses.
The government approved this CEO training program in late March. It aligns with resolutions on private economic development, which prioritize building a strong entrepreneurial force. The program targets management personnel in the private sector, including chairmen, general directors, and heads of departments and production teams.
The Ministry of Finance's draft proposes three support methods for the program: scholarship vouchers, direct training courses, and online training through digital platforms.
Scholarship vouchers introduce a new support mechanism. The Ministry of Finance will review and publish a list of eligible training institutions, allowing participants to select their preferred provider. Financial support will be provided upon submission of valid results, acceptance documents, and invoices. Training institutions will independently recruit participants, define program structures, and choose training formats. Each participant can receive 20 to 50 million VND per course, with an average of 28 million VND. The program aims to train about 2,000 participants annually.
"This standard reflects a review of CEO training costs at many public, private, and international institutions, along with a survey of 250 enterprises," according to the draft.
The Ministry of Finance expects this approach to increase participant choice, boost competition among training providers, simplify access to support policies, and transition from supply-based to demand-based support.
For online training, the draft proposes using the Ministry of Finance's E-Learning system, which offers participants free, unlimited access. The Ministry may also lease or purchase accounts from online platforms like Udemy and CLS for participants.
The curriculum focuses on developing strategic thinking, decision-making skills, change leadership, and corporate culture. Participants will also gain knowledge in corporate governance, covering finance, marketing, operations, human resources, and legal aspects, along with essential CEO leadership skills.
