A ceremony announcing the decision to rename Hoa Binh University to Victoria Hoa Binh University was held in Hanoi on 25/9/2026. The event was attended by Government leaders, representatives from central agencies, Hanoi City, the Police Department for Administrative Management of Social Order - Ministry of Public Security (C06), Sovico Group, the Board of Directors, and nearly 2,000 staff, lecturers, and students.

According to the bank, this credit facility serves as a flexible financial reserve, enabling young people to cover tuition fees, study materials, and daily living expenses. It comes with a range of practical privileges, including preferential loan packages for tuition and overseas study, featuring a streamlined process, and a spending cashback mechanism of up to 10%. Furthermore, the card offers preferential policies and SkyJoy reward points accumulation on every payment transaction.

Beyond solutions for students, the bank also provides products for staff and lecturers. Credit limits for this group can reach up to 1 billion Vietnamese dong, depending on their position. These customers also benefit from home loans, car loans, and consumer loans, alongside free account management and salary payment policies.

Also at the event, the C06 Department and Sovico Group held a signing ceremony for a memorandum of understanding on cooperation. This agreement focuses on the research, development, and application of science and technology for digital transformation and administrative management of social order. Areas of collaboration include: the "Digital Citizen Station", the "Digital Literacy for All" program, artificial intelligence, digital training, human resource development, and digital utility platforms for citizens.

To realize this cooperation framework with concrete actions, delegates participated in a button-pressing ceremony to officially launch the "Digital Literacy for All" program. This program aims to popularize essential digital knowledge and skills to every citizen, making technology a capability for daily life, with students playing a core role. In this process, Vikki Digital Bank provides practical financial experiences to help students familiarize themselves with digital transactions, gradually forming a civilized cashless payment habit, and proactively accessing safe and secure financial and banking services.

The program's appeal also stemmed from the "Digital Citizen Station" model recreated by Vikki right at the event venue. The space directly welcomed high-level delegates and many young people who participated in the experience.

Vikki Digital Bank stated that this model is a step in its plan to develop the "Digital Citizen Station" network, following the cooperation agreement between the C06 Department and Sovico Group.
