On the afternoon of 5/6, the Ministry of Education and Training issued 153 decisions to consolidate leadership and management boards at 51 out of 54 institutions under its purview.
Twelve higher education institutions appointed new directors or rectors. Nine of these individuals previously served as Party Committee Secretaries cum Chairpersons of the University Council before 1/1. After the university councils ceased operations, they retained their positions as Party Committee Secretaries.
At other institutions, new directors and rectors were transferred by the Ministry from different units, member schools, or promoted from deputy positions.
Minister of Education and Training Hoang Minh Son stated that this consolidation aims to implement Resolution 71 of the Politburo on breakthrough development in education and training, the Law on Higher Education, the Law on Vocational Education, and related regulations.
Specifically, Resolution 71 requires implementing the policy of a Party Committee Secretary concurrently serving as the head of an educational institution; university councils will not be organized in public institutions, except for those with international agreements. According to regulations, this consolidation must be completed by 30/6 at the latest, which is six months after the abolition of university councils.
Son affirmed that this is not merely a personnel task but also a significant innovation in the leadership, governance, and development methods of institutions in the new phase.
The Minister noted that higher education and vocational education face significant demands and challenges. These include the requirement to train high-quality human resources for scientific and technological development, innovation, and national digital transformation; to enhance competitiveness amid deeper international integration; and to link training with the practical needs of the labor market.
In this context, educational institution leaders must deeply understand that their assigned positions entail responsibility, authority, and dedication to the development of their unit, the sector, and the nation.
He urged them to prioritize solidarity and unity as their foundation, accelerate action, and strive for tangible results.
