Kinh Bac University medical students 'stuck between a rock and a hard place'

After a year of suspended studies due to Kinh Bac University's operational halt, dozens of students seeking transfers face a dead end.

Hang, 31 years old, a second-year student in the official university articulation program for medicine at Kinh Bac University (Bac Ninh), expressed her exhaustion with the situation.

In August 2025, the Ministry of Education and Training suspended the university's educational activities for 9 months due to an insufficient number of permanent lecturers. For a period, Hang received notifications for online learning. Despite attending classes, her and her friends' results were not recognized because the teaching violated the disciplinary decision. Furthermore, medicine is a specialized field, requiring many modules to be taught in person.

After waiting for nearly one year without any notification about the university resuming operations, Hang decided to seek a transfer.

After researching all universities offering articulation programs in medicine, Hang found Tan Tao University (Tay Ninh) suitable, as it had admission quotas for this system and entry requirements that matched Kinh Bac University. Therefore, in June, she and 17 other students submitted applications.

Tan Tao University agreed to accept them, requesting completion of their dossiers and proof of their academic progress and results. However, before they could celebrate, Hang became confused when Kinh Bac University did not provide the documents, only promising a response by 15/8.

"On 4/8, Tan Tao University begins its new academic year. I fear I will lose my chance to transfer", Hang said.

Dozens of second- and third-year medical students at Kinh Bac University are in a similar predicament. They are frustrated, not only by the loss of time and money but also by the impact on their work, health, and psychological well-being.

Responding to VnExpress on the afternoon of 29/7, Doctor Nguyen Mai Lam, Rector of Tan Tao University, confirmed receiving transfer applications from 18 medical students from Kinh Bac University over one month ago.

In an official letter dated 8/7, the Ministry of Education and Training affirmed that universities could consider accepting students if they met conditions related to training quality assurance, admission quotas, capacity, training programs, academic results, and each student's transfer dossier.

Consequently, Tan Tao University informed Kinh Bac University, requesting support for the 18 students in completing their procedures and transferring their dossiers to provide a basis for considering the recognition and transfer of academic results.

"The official letter arrived on 27/7, but we have not yet received a response", Mr. Lam stated, adding that besides the aforementioned group, over 10 other Kinh Bac University students have chosen to abandon all previous results to re-enroll at Tan Tao University from the beginning.

Kinh Bac University, established in 2012, previously offered two master's level majors and 18 bachelor's level majors, ranging from medicine and pharmacy to information technology, economics, languages, and architecture.

In early July, the Government Office directed the Ministry of Education and Training to lead and coordinate with relevant ministries and agencies to urgently devise a definitive solution for students experiencing prolonged educational disruption due to internal disputes and investor misconduct at the university.

During a working session on 10/7, the Ministry requested Kinh Bac University to support students in transferring if they met the conditions.

"The Ministry's move initially reassured students at that time, but the university has not provided a clear answer regarding the confirmation and return of dossiers, leaving us anxious once again", Hang said.
