Circular 59, issued by the Ministry of Education and Training on 18/7, outlines new provisions permitting schools to sign contracts with retired teachers. This initiative aims to enhance the quality of education, training, and scientific research. The regulation will take effect from 1/9.
This new policy comes amidst a significant teacher shortage and expanding university enrollment. For the 2025-2026 academic year, the nation expects nearly 1.3 million preschool and general education teachers, yet still faces a shortage of approximately 104,500 personnel.
To qualify, retired teachers must meet health and qualification standards for the job position, be capable of applying technology in teaching, and fulfill specific criteria set by the school.
Both parties will agree on the working format, hours, salary, seniority allowances, and preferential allowances. These factors must align with the teacher's age, health, expertise, experience, and expected contributions.
During their employment, retired teachers receive equal treatment. They are considered for appointment to Professor and Associate Professor titles, and for recognition with titles such as People's Teacher and Meritorious Teacher, provided they meet the standards.
Each retired teacher may only sign a contract with one school. Importantly, employing retired teachers does not replace the mandatory requirements for permanent faculty. Schools must publicly disclose the list and job positions of retired teachers on their website to ensure transparency and accuracy in assessing capabilities.
This regulation marks the Ministry's first of its kind, aiming to leverage experienced human resources, especially experts and scientists, to address educational needs.
Additionally, the Ministry has expanded the scope of adjunct teaching activities. These now include not only lecturing but also: guiding practical sessions, conducting scientific research, developing curricula, supervising undergraduate theses, master's theses, doctoral dissertations, and other professional activities.
