A decree detailing certain articles of the Law on Teachers, issued by the government, takes effect from 31/3.
This decree outlines preferential policies for seven groups of teachers. In addition to the "talented" group, defined by state regulations (valedictorians, excellent graduates, leading experts, and scientists), the six other groups include:
One: professors, associate professors, or individuals recognized as meeting the standards for these two titles.
Two: individuals with national or international high achievements in culture, arts, sports, and traditional crafts.
Three: artisans, artists, and medical practitioners holding "outstanding" or "people's" titles; individuals with a national vocational skills certificate level 4/5, or those with excellent vocational skills certification, having won awards in regional or international skills competitions.
Group 4: individuals working in ethnic minority regions, mountainous areas, border regions, islands, and areas facing extremely difficult socio-economic conditions.
Group 5: teachers in key, essential fields aligned with socio-economic development needs.
The final group comprises teachers in disciplines or professions that are difficult to recruit for but are in high demand, as well as specialized fields such as arts, sports, healthcare, national defense, and security.
Among these six groups, teachers in group 4 will be recruited through direct appointment, without the minimum working experience requirement of other groups. They will also receive policies designed for those working in areas with extremely difficult socio-economic conditions.
The remaining five groups will receive benefits under general government regulations, including 100% of their salary during their probationary period and a monthly additional allowance equivalent to 150% of their current salary. They will also be prioritized for renting public housing or obtaining mortgage loans.
In December 2025, the Ministry of Education and Training proposed including graduates with good academic standing from key, essential, and hard-to-recruit disciplines in the preferential list. However, the issued decree does not mention this group.
The National Assembly approved the Law on Teachers in mid-June. This law is expected to enhance the social standing of educators, establish a unified framework of professional standards, and create a foundation for attractive remuneration policies and the recruitment of high-quality personnel.
