The recall decision applies to product lot number 030425, packaged as a box containing a 230 ml bottle. The product is manufactured by Starmed High-Tech Joint Stock Company (Hung Yen) and marketed by Starmed Pharmaceutical Group Joint Stock Company (Hanoi). Before 23/1, the two companies must submit a report on the recall and destruction of this batch to the Drug Administration.
Previously, the TP HCM Drug Testing Institute and Tay Ninh Provincial Center for Disease Control conducted random sample tests. These tests were carried out at a Con Cung store in Ben Thanh ward, TP HCM, and An Khang Pharmacy 7681 in Tan Ninh ward, Tay Ninh. Test results revealed that samples from lot 030425 violated microorganism limits, failing to ensure user safety.

The Drug Administration requested provincial and city Departments of Health to immediately inform businesses and users. They are to stop selling and using the cosmetic batch and return it to the supplier.
Specifically, the Hanoi and Hung Yen Departments of Health are responsible for supervising the two Starmed companies. This involves overseeing the recall and destruction process. Concurrently, they must conduct a comprehensive inspection of these units' compliance with cosmetic production and business laws.
On the company's website, Dr. Papie wash and shampoo is advertised for VND 150,000 per bottle. It is intended for children from newborn to three years old. The product claims antibacterial properties, cleansing, preventing heat rash and acne, and strengthening the protective mechanism for sensitive skin.
Recently, the Ministry of Health also recalled and destroyed 9 types of cosmetics, including hair dye cream and makeup remover oil. These products were marketed by Japan Connection Investment and Trading Co., Ltd., because the company failed to provide product information files.
