After nearly one year of implementation, a standardized out-of-hospital emergency model has been established in the first six localities: Phu Quoc, Bac Ninh, Da Nang, Hai Phong, Khanh Hoa, and Ha Tinh. This lays the groundwork for nationwide expansion of the critical healthcare initiative.

The program operates under the National Out-of-Hospital Emergency System Development Project for the 2025-2030 period, led by the Ministry of Health. Vingroup Group, through its Thien Tam Fund, provides sponsorship and partnership, with professional support from the Vinmec Healthcare System.
By the end of 2025, Vingroup delivered 85 specialized ambulances to the six pilot localities, complete with modern medical equipment. Each vehicle is designed as a "mobile emergency room", outfitted with advanced ventilators, defibrillators integrated with monitors, portable fast exam ultrasound, 12-lead electrocardiograms with remote connectivity, intubation kits with cameras, trauma immobilization systems, and other specialized emergency tools.

All vehicles and equipment meet EN 1789:2020 standards, recommendations from the World Health Organization (WHO), the American Heart Association, and Ministry of Health regulations. According to a group representative, this standardization ensures local out-of-hospital emergency systems align with international benchmarks.
Beyond vehicle investment, the group prioritizes human resource training. Through the Thien Tam Fund and Vinmec, nearly 1,000 healthcare professionals received international-standard training in cardiopulmonary resuscitation and trauma emergency care.
The program also supports the establishment of first aid training centers in pilot localities, standardizing 122 instructors and equipping them with teaching tools. Additionally, it funds the organization of training courses, helping to disseminate initial response skills – a critical factor in a victim's survival before an ambulance arrives.
Phu Quoc was the first locality to implement the out-of-hospital emergency model. After more than two months of operation, the center reports receiving 40 to 60 emergency calls daily from residents. All calls are promptly answered, with an average dispatch time under three minutes and an average patient access time under 11 minutes.
The model shows a higher rate of advanced emergency care compared to basic care, with 41% of patients being international tourists. It has also proven effective in reaching difficult areas, from deep alleys to tourist spots located 17 to 24 km from the center.

Building on the practical results of phase one, the Ministry of Health has proposed that Vingroup continue to support the implementation of phase two of the project starting in 2026, expanding to six additional provinces and cities. The focus will be on providing professional support, organizing workshops to finalize the National Out-of-Hospital Emergency Project, which is expected to be submitted to the Government for approval in 6/2026, and developing a comprehensive strategy to assess the national out-of-hospital emergency system.
Deputy Minister of Health Tran Van Thuan emphasized that out-of-hospital emergency care is a strategic priority, viewed as a breakthrough solution to enhance public healthcare capacity. According to the Deputy Minister, Vingroup Group's partnership is a notable highlight.
"We are witnessing an ideal cooperation model: the State creates policies and leads strategy; businesses provide investment, technology, and human resources; and the people are at the center and are the subjects of all policies," he stated.

From a local perspective, Ms. Nguyen Thi Nguyet, Vice Chairwoman of the Ha Tinh Provincial People's Committee, affirmed that the timely support from the Ministry of Health, Vingroup, Vinmec, and the Thien Tam Fund has significantly contributed to completing a standardized medical emergency system from provincial to grassroots levels, enhancing the capacity to protect public health and lives.
According to health sector statistics, Vietnam records about 1,2 million injury cases annually, with over 10,000 resulting in death or severe sequelae due to delayed emergency care. Given the long-standing limitations in out-of-hospital emergency care over decades, Vingroup's partnership program is seen as a significant boost, helping to bridge a critical "life-and-death gap" in the healthcare chain.
