On the evening of 18/9, the Investigative Police Agency of Nghe An Province announced the indictment and arrest of 34 individuals. They face charges of forging documents of agencies and organizations, using forged documents, and violating bidding regulations.
The investigation revealed that some contractors, seeking to cut costs and save time when constructing projects in Nghe An Province, did not conduct material testing as required.

Upon reaching the completion phase, managers and employees of these contractors contacted Construction Appraisal Consulting Joint Stock Company 36 and Viet An Construction Joint Stock Company – both certified material testing companies – to fabricate results that met the contractors' specified technical standards. With these fabricated results, the companies completed their documentation, submitted it to the investors for acceptance, and received payment for the projects.
While reviewing bidding activities in the area, Nghe An Provincial Police uncovered these irregularities and launched an investigation. In mid-August, they identified the individuals involved. According to authorities, the falsification of material testing records compromised the safety and quality of the construction projects.
Authorities are continuing their investigation to determine the quality of the construction materials used, the overall quality of the projects, and the extent of the damage.
