Vo Ngoc Sang, 38, spotted the bags about 15 km offshore on 2/9. Upon retrieving them, he found sealed plastic bags containing unidentified dried herbal pellets.

Suspecting the contents to be narcotics, Sang brought everything ashore and reported the discovery to the Binh Chau Border Guard station.
Border Guard officers, in coordination with other authorities, inspected the 4 bags and the suitcase. They found a total of 81 sealed plastic bags, each weighing approximately 1 kg, with a combined weight of 81 kg.
Authorities confirmed the substance to be dried cannabis.

The source of the cannabis is currently under investigation.
