Initial investigations reveal that on the morning of 29/8, Hung had a disagreement with Duc, a classmate at the College of Construction and Social Technology. Hung then recruited 8 other individuals aged 15 to 17 to assault Duc.
Later that day, Hung's group spotted Duc riding his bicycle and chased him on motorbikes. Near Ha Long University, they blocked Duc's path and attacked him, repeatedly hitting his head with helmets and fists. Some members of the group recorded the assault and posted the video on social media to boast about their "achievement".
The video circulating online shows that even after Duc was incapacitated, one member of Hung's group continued to kick him in the head. Duc subsequently lost consciousness and began convulsing on the sidewalk.
Passersby assisted Duc, notified the school, and took him to the hospital.
Quang Ninh Provincial Police have arranged for Duc to undergo a medical examination to assess his injuries, and are handling the case in accordance with the law. However, false information has circulated on social media claiming bias in the investigation and alleging that the perpetrators "have family members who are officials, sons of this official, grandsons of that official".
"This information is false, causes public confusion, and negatively impacts the reputation of the State agencies," stated Quang Ninh Police.
